convert_mellow_fee_d6_to_percent(fee_d6)

Convert Mellow D6 fee rate to fractional percent.

Mellow stores fee rates as parts-per-million integers: 10_000 means 1%. The shared vault fee interface expects fractional values where 0.01 means 1%.

fee_d6 (int) – Fee rate in D6 precision.
